New enforcement rules: what gets a cannabis shop suspended or shut down
DTAM's June 2026 guidelines set 30-day and 90-day licence suspensions and list the breaches that mean revocation, including selling without a prescription to under-20s and selling online.
On 22 June 2026 the Department of Thai Traditional and Alternative Medicine (DTAM) published enforcement guidelines for cannabis businesses that break the Ministry of Public Health's 2025 controlled-herb rules. The guidelines apply to licence holders who research, export, sell or process cannabis commercially.
30-day suspension
- Not keeping the required business records at the premises, keeping incomplete records, or not sending them to the registrar
- Selling or exporting cannabis that does not meet GACP (good agricultural and collection practice) standards
- Not displaying the licence clearly, or not being able to show the electronic licence to inspectors
- Advertising controlled herbs for commercial purposes
90-day suspension
- Not reporting export details
- Selling cannabis without a prescription from a qualified practitioner
Licence revoked
- Filing false reports
- Selling to people under 20, students, pregnant women or breastfeeding women
- Allowing smoking on the premises
- Selling through vending machines
- Selling online or through any electronic channel
- Selling in banned places: temples, dormitories and public parks
Repeat offences
If inspectors find several breaches at once, the suspensions add up, to a maximum of 90 days. A shop that repeats a breach after being suspended faces a tougher penalty, and a second breach of the same condition can lead straight to revocation.
Enforcement so far
Around the same time, DTAM reported inspecting more than 1,247 cannabis businesses nationwide, leading to arrests, suspensions and seizures. The public can report suspected violations through the Traffy Fondue platform (LINE @traffyfondue).
